[Client/Website/Network] Unable to download league of legends

Before you guys make any assumptions... I uninstalled/Deleted league of legends and want to redownload/uninstall. I have the system requirements and all that. I just can't download the game because of a problem with either my isp or riot.

My firewalls, of course allows League of Legends. It is not the "proxy server" problem. I've downloaded league before and sent in support tickets before but for some odd reason I can't now. This has been going on for at least an entire week. Maybe its a sign to stop playing, but I can't stop playing with the beginning of patch 5.1 coming out. So, not sure whether or not this is a problem with my isp or riot. I know a few other people are having the same problem.

No idea what to do, maybe a red could redirect me somewhere else I would be able to download LoL

I already tried disabling the kasperky item and uninstalling but didn't help.

my isp is windstream/cavalier internet services. (Pennsylvania, Philadelphia)
