hextech crafting bug

owning most the skins, trying to use hextech crafting, to get the new program Raka and Liss skins, after i got raka, i could not get the program Liss, tried it 2x, but it keep giving me skins i already own, i already submitted a ticket, but letting you guys know you cant get program Liss, or at least in my experience from hextech crafting.
