Instant lobby crash results in 15 minutes Leaverbuster timer without prior history

I finished a normal ARAM game without issue, joined up with a friend immediately afterward in a lobby, we matched within a few seconds, and then the lobby crashed. The actual lobby UI never appeared, but I clearly heard Annie's voiceover SFX play as if it had. A second or two later, I get a lobby error message about being disconnected from the Internet, which is clearly not possible since I've got a streaming TV show on the TV next to me and I'm chatting in the client UI with my teammates privately. Suddenly, I'm kicked from the blank session back to the main screen. My teammates still see me in the lobby, and after disconnecting and reconnecting (hoping to end up in the lobby), they're all booted because I left. We try to match up again, and I instantly have a 15 minute Leaverbuster timer, despite the fact that I have not dodged a game in so long I can't remember the last time it actually happened. Certainly not within the last few months, and definitely not enough to warrant a 15 minute timer.

ARAM dodges are 15 minutes for the first time, to help curb consistently dodging bad champ selects (it's still too low and dodging is very common). And it's a dodge penalty, different from Leaver Buster.

Then perhaps Riot should work on allowing us back into the lobby similar to how we can rejoin the games if we drop for some reason.

I lost connection or glitched or whatever it was for ten seconds and get the penalty with no recourse. Adding the rejoin game feature was super helpful for when the client falled to launch or crashed.
