Runaan's Hurricane Bugged or Wrong Tooltip?

UNIQUE – WIND'S FURY: When Basic attacking, bolts are fired at up to 2 enemies "near the target", each dealing 25% AD physical damage. Bolts can critically strike and apply on-hit effects.

Bolts are fired at enemies near you (self) and not enemies near your target. Bolts don't fire on max range of Caitlyn, Tristana, or Jinx's Rocket.
