Karthus Ult Not Working..?

When I was just using Karthus, I would use his ult, at which time it would go for about 2 seconds and then fail to go to completion. It would not complete or do any damage. It would just stop, but I would still have to wait for the cooldown to finish before trying again, and having the same thing happen to me. Is this a bug..? :'c

This happened to me while playing as Ashe. I pressed R to activate her Ult, she pulls the bow back and.... nothing. Absolutely nothing. Just a lonnnnnnnnnng cooldown. Happened to someone else in my match, also. Maybe it's a new patch update error?
