[GAMEPLAY] Characters randomly showing up on the map and in the game

As of patch 6.17 I've noticed that characters and their icons on the minimap have been occasionally showing up randomly on my screen for about half a second. I think this might only occur when when the enemies are out of the fog of war as one example of this bug was I saw the enemy Graves in my jungle when in actuality he had just showed top to gank. I don't know how to reproduce this bug as it occurs randomly about once every other game. However, I have talked to other players in my game and they see that they have noticed it too.
