[GAMEPLAY] Loading Screen Assets Missing

Hello, from what I understand there were new loading screen borders deployed in Patch 5.22. I don't know whether this is a problem with my computer or with the game, but the my loading screens are bugged most likely due to these borders (as you see in the screenshots most of the screen is black). This happens in every game, no matter what the mode is. This happens in every game, no matter what the mode is.

To add to that, (due to a separate issue of mine) I did a fresh install of Windows and as such a clean install of League of Legends.
