[GAMEPLAY] Singed (failed) fling

it happened to me multiple times in a game, where i used singed's fling on a target (namely gnar) only to find that the spell only knock him up in a mini stun with damage, rather then launching him backwards and towards my team.

on occasion it would only launch him halfway and in the wrong direction.

the only apparent reason this happened is that one of us had a movement steroid active. gnar gets one after making 3 hits so that explains why it happened so much with him, tho it also speed to happen when i had the movement burst of ghost too.

i am fairly cirten that i have seen this happen with other dashes and the like, tho only recently, so i think it is more of an overall programming bug.
