[Gameplay] Playful Trickster off cooldown but unable to cast.

I encountered a bug with fizz's E Playful Trickster where at some points throughout the game it became uncastable for me. It was off cooldown but unable to be activated, and it happened down the stretch of a ranked game. Was very frustrating.
