Bug with Karthus' Q
Karthus' Q is listed as having a flat 1 Second cooldown at all ranks, but is actually much closer to 2 seconds. Video for further detail. Replication rate is 100% as far as I could tell

Maybe the 1 second CD starts after the 0.5 second delay and the CD indicator reflects that?
If any Riot comes in, please fix the passive bug as well. A few seconds after entering passive, Karthus cannot use Q
I can see a slight delay. If it's a bug, hopefully it gets fixed. I'd kind of like to see Karthus again. If it's intende, I would think it just says 1 second and actually means "This comes off cooldown when the current Lay Waste animation is complete", kind of thing. Even then, there's still a tiny delay on it.
As you cast it, you can clearly see the number 2.. now I am no expert but 1 second doesn't start at 2? maybe not a bug but actually broken?
The cooldown can't start until Karthus has finished casting the spell. If you look closely, you'll notice the cast time after you start the spell, this cast time is most likely the delay you are experiencing. By all intents and purposes this should be working as intended.
I wonder if this is intended? Riot occasionally slips with tooltips and they don't accurately describe what they intend for a champion to be able to do.

When I look at Q's icon I feel like time is slowing down and down and down............. 
Probably cast time
