Restrictions not dropping off
I received a 10 game chat restriction. I have played multiple games now, and the restrictions are not dropping off and it keeps notifying me every single game.

If you mean the Hextech loot eligibility restriction, that lasts beyond the chat restriction or ban. You must earn it back by playing games and showing your behavior has improved. This can be as little as a week or could last months, depending on your behavior.
