Hextech Crafting

I rerolled 3 skins today and got Festive Maokai but at the time I didnt own Maokai and so I actually have to use essence to get the skin. Is this normal? I figured it would give me the champ and the skin if I didnt own it. Or at least not give me a skin for a champ I dont own.
