[CLIENT] Claims I am too low level to enter team builder

Whenever i try to go into solo team builder, the game claims that i am too low of a level to enter in team builder. I am a level 12 and i was even using team builder the entire weekend and pretty much since Wednesday when i was a much lower level. i don't think there was a change to team builder that raised the minimum level.

Instructions: 1.) I go to the "Play" button and choose "Solo" in the team builder tab of classic mode 2.) I choose any position, role, and champion. 3.) I hit find group and then the game says "You are currently not at the minimum level required to play Team Builder."

I have also already tried re-logging once.
