[GAMEPLAY] Couldn't use abilities

I was just playing a game as Katarina and about 20 minutes in to the game I became unable to use my Bouncing Blade, Death Lotus, or Recall. It wasn't just the hotkey even clicking the icon wouldn't allow me to use the ability. I've also had a bug for a while where when I first join a game i'm unable to use any hotkeys, however exiting and rejoining the game normally fixes this. It can be inconvenient though, especially if i'm already in lane when I discover I have the bug.
