Skill shot and Double Activate Spell Changes Cursor and locks!

Iam having a BUG problem with this game... iam guessing its a bug.. let say i play Renekton and i use his E when i hit a minon and i can E again... every time i hit again my cursor changes to another cursor that look likes a when you activate a skill shot and locks... when this happens i cant click on my minimap to go to that location and it would change unless i use another QWR....another example is that i just played RYZE and his skill shot is his Q well when i went to WEQ a ezreal I hit my W hit my E and then when i tried for my SKILL SHOT Q it hit and changed my cursor to another abiliy cursor like the Blue or yellow pentagon with the dot in the middle... this happens to any champion that as a skill shot it will change the cursor like it is waiting for me to do it again and moves the skill shot indatcator the way i move my mouse... this has never happened before until this HEXAKILL came... so wondering if anyone could help me!!i tried everything possible in a custom game to stop it but its BROKE
