Can only pick from the free to play for URF in a custom

When you set up a custom game for URF, when you go into champion select, you can only pick from the free to plays. The steps to recreate would be to set up a custom for URF, Blind Pick, then start the game. So far this has 100% recreation success, so it shouldn't be hard
