45% CDR not being applied?

Took the 5% cap breaking CDR mastery on Zac in a custom game. Not sure if it is not applying, but past the 40% cap the tooltip is only showing the cooldown as if i had 40%. Additionally after using any of his spells, the cooldowns are only as if he had 40% CDR instead of 45%.
