Black/Frozen Screen upon accepting

Every since the new patch came along, 7.4 I believe, every match I accept comes along with the usual screen but when I go to accept it, it takes 5-10 seconds and then unfreezes.

TL;DR, When I accept a match screen freezes and turns black then goes back to normal after 5-10 seconds.

PS: When does festival queen anivia go off sale? Just know how much time I have to save my IP.

5-10 seconds is on the low end of the spectrum for this problem, if that makes you feel any better. Other people (including me) are experiencing 30–45 second lockouts on a black screen.
