[Gameplay] Nocturne Dusk Bringer Effects on Jungle Monsters

After a discussion on reddit about the possibilities of making nocturne's q proc on the Rift Scuttler as a quality of life buff, it occured to me that Nocturne's q used to work on all jungle monsters, and that at some point that feature disappeared. I looked through his patch history however, and there's no mention of that feature being removed. I can't pinpoint the patch where the feature disappeared as a result, but in all my searching, I can't find any mention of its removal anywhere. This leads me to believe that this may have been a bug brought about by jungle changes a long time ago, but due to Nocturne's rather small player base, it was simply never noticed. This feature was useful for a number of reasons, and would significantly help with his ability to control the scuttle crab which is a core aspect of his early game map control and gameplan to account for his less than stellar early ganking kit and self-enabling pick potential and objective control, and if the removal was unintended then it would be very nice to see it return.
