People Banned from forums not banned on boards?

These are still the same people. I have a perma ban on forums but no restrictions on here. Is this a second chance for people or have bans not been carried over to boards yet? I am just asking this for the answer from Riot or anyone that does know why. (I still use other accounts for boards)
