Still dealing with champ select not letting you pick a champion for the duration of the timer!?

I had 2 seconds left in the timer and the client was ignoring my mouse clicks on Morgana's face. So I get a 6 minute penalty because the time limit displayed isn't the actual time limit? How does that make any sense?
