I don't know what Riot is doing in these updates

A few patches ago riot added some new anti cheat software that made my fps go to shit because I had an amd processor they fixed it but now this patch I am getting the same problem did they add the same anti cheat software back into the game or is it something from my end that's causing this 01-03 fps?

It's likely the case. It's up to Riot to finds a fix for the AMD GPU issues, nothing we could do unfortunately.
