[GAMEPLAY] Derpy Casting on Elise and Ahri (and Several Others)

I'm not sure if this would be classified as a bug so much as developer oversight or (with all due respect) scripting that could use substantial improvement, but pressing Rappel on Elise just outside of the circle (or outside of range) causes it not to cast. This is complete bull, because it means that if you happen to have the mouse anywhere that isn't in Elise's immediate vicinity on the screen and you need to dodge something or quickly catch a fleeing enemy, it fails miserably and you are either killed as a product of it or lose a free kill. It's particularly strange because engaging the Rappel has no range as it's initially cast on herself, as opposed to landing, which's trigger has a range only for targets, so there should be no actual reason why the cursor has to be within range for Rappel to actually cast immediately upon activation.

This isn't something I've only noticed with Elise, though with her Rappel in particular I do the most, probably because she's one of the champs I play the most. It also happened when I was playing as Ahri. I was inside the enemy team's base and attempted to ult over the wall. However, instead of ulting over the wall like it should have, or at least half-assing it and Rushing her head-first into it, it appears to have registered it as out of range and literally tried to walk Ahri around the wall, through the turret, and got me killed. For Ahri's ult, this seems to only be when obstacles are present, because when in lane or any open space, I can place the cursor wherever I want and Ahri will ult in the direction of it regardless of what non-static collidables are in it's path.

I almost always use quickcast, but I'm not sure if it's specifically related to that, as logically I could very well see the game trying to cast the ability and registering the casting point as out of range, and resort to ridiculous pathing to get the champion in range so that it can cast, only to interrupt it or abandon it instead of just deciding not to have to path and just casting once as close to range as possible in a linear path.

Man, if I had a nickel for every time this has gotten me killed.... I'd own the entire RP store.

EDIT: Apparently, recently people are experiencing all kinds of issues with smartcast, so it is possible(?) they are related.
