Soraka bug

hey so I'm not technical, but this has happened twice. If you use Soraka's ult right after spawning it goes on full cooldown, without the cooldown reductions from ultimate hunter or just regular cooldowns. Only if you use it right after spawning. Sucks cause there are some times you're spamming it right as you're about to spawn to save someone... and then it just goes on full cooldown. It's rude!
