Client is breaking or delayed heavily?

In a duo queue. Champ select bugged out and I couldn't lock champion. Got back out with partner, and waited the 5 minutes. Upon trying to find a game, client wouldn't allow us, tried to reconnect, got this blank screen thing. Had it for a few minutes. Don't know if it's just the client taking a minute to reconnect to the servers or some other thing.
