[Gameplay] Soraka silence/root bug

DONT UNMUTE, AUDIO IS ALSO BUGGED.

In the video this Blitzcrank is hit by my silence and stands in it until it roots him. He keeps moving and flashes even though he should be rooted.

He said he flashed before he got rooted, but that isn't possible because you can't flash while silenced. And he clearly didn't flash after the root, since you can't do that either.

Can't reproduce it but I'm sure it wouldn't be too hard with soraka's E like it is.
