Horrible MS spikes ever since new patch

Essentially as the title states. I'm not sure if I lost some files with the new patch or what but I'll give you an example on whats happening. If I go to auto attack a minion, it will show my auto attack going off but the minion living through it then dying momentarily. Its different from lag- it almost feels..like its glitchy? Its difficult to put it. A kai'sa shot her W at me and it showed it missing my champion, but then hitting me and creating a mark. It showed I dodged it on my screen but then said that I had gotten hit by it. I've used the League repair tool twice now. My MS will be fine then will spontaneously be at 100+. I've attempted to restart my computer and have looked into updates for its software. Is this a problem with my computer, my internet or with the client? This is the second day in a row that it has been happening
