Gamebreaking Bug: Reporting it Again

I still experience a bug that causes hotkeys not to work during a game. Occasionally upon starting a game, none of my hotkeys will work. I mean none of them. Spacebar will, but I do not consider it a hotkey. Q won't work. Clicking the Q spell with my mouse will. W won't work. Clicking the W spell with my mouse will. Same for the E and R abilities. Summoner spells won't activate from my keyboard, only through clicking. Shop works the same way. The only way to fix it is to disconnect and reconnect to the game until it works which can be anywhere from one reconnect to 10 attempted reconnects and 2 complete relogs (which I've actually had to do) and often times when they work again, everybody else in the game is level 6+ and takes advantage of me being worth X amount of gold and being level 1 to win the game. There's no way out of this bug besides defeat. It's not my keyboard. I've mentioned it once and heard nothing back. I realize this bug may not affect people on a large scale, but being as it's a very real, and gamebreaking bug; I feel as though it deserves to be looked at promptly.
