AFK jungler all game, wasn't allowed to remake

Look at the match as Mundo on 5/22/2018 at around 10am. My jungler is still level 1, has bought no items. He spent the entire game in base connecting and reconnecting. System would not let us remake. I had an afk jungler from the beginning, was not allowed to remake, and lost lp because me team was 4v5! Riot, I thought you solved this. I have heard from many other players of seeing a similar thing. If you have a system that lets you remake if a teammate isn't there, please make sure it works.
