Small Monster Aggro

In the new Summoners Rift Jungle, small monsters at camps do not aggro you to attack them. Killing the large monster at the camp, if no further actions are input, leaves the champion standing at the camp taking hits from the weenies with no reaction. This is not a crippling defect but was an unexpected feature and could be lethal early on to unsuspecting players. As a matter of clarity, was there any announcement on this new feature?
