Ranked team problem?

Not sure if this belongs here or not, but me and some friends wanted to create a ranked team on the NA server, and we were planning to use the tag "CG". We found out it was already taken, so I looked up the team that has it. They are "Hipster" and their last game played was in November of 2013. According to the Ranked team rules, when a team hasn't been playing for that long, they should be set as inactive, which should let us use the Tag, so I was wondering if anyone knew why I am still denied it?
