[Gameplay] Garen Q on Nexus

Hey I know this issue has been brought up in the past, but with the new changes to , it reminded me how he cannot Q a nexus. Is this intentional? I feel like if he can Q turrets and inhibs he should be able to on the nexus. My team was rushing the nexus and i went to aa->q->aa but couldnt attack the nexus with q activated.
