[Gameplay] Frost Queen's Claim & smart cast

The Frost Queen's Claim active doesn't work properly if you use the option "quick cast" with "range indicators".

Expected result: If you press & hold the key, you should see the range indicator of the item. Releasing the key should fire the projectile. (Like wards, Hextech sweeper and others)

Observed result: The FQC active will fire as soon as you press the key down. It's quite difficult to land for me if I'm used to using smart cast with range indicators.
