Step 1: Cast Q on minion. Step 2: Use second part of Q over and over on tower until the timer runs out. Step 3: You are done.

This isn't a bug, it doesn't actually activate on towers. It just preps the second half of the q and the animation shows through even though the damage isn't more than your normal auto attack.

You don't actually do any extra damage.
