Pre-game chat not working

Whenever I log in, at the bottom of the main screen it says "logging onto chat service ..." forever. My friend-list doesn't work and the chat before and after games doesn't work either. This has been happening to me and my friend for the past couple of weeks, we have tried disconnecting and logging back on, but it still never works. Riot please help :'(
