When Lulu uses w to rakan while Rakan is in ult, Rkan still keeps his movements speed and still keeps charming enemy players. I'm not sure is this bug but it's bit weird that squirrel or whatever goes with super speed charming enemy players.

Polymorph applies a disarm and silence, neither of which affect Rakan's ult. The other part of -60 movement is a decent amount (when you consider most boots only give you +45), but Rakan gets +50% boost. So even without boots, Polymorph would reduce him to 275, but the 50% boost would put him at 412, and as soon as he touches an enemy, he takes off and the -60 is negligible.
Not a bug. Polymorph does not stop most already-active effects such as Rakan ult.
Besides, that cute little critter he turns into probably would make charming easier.
