I opened a Primetime Draven skin shard and the price it lists to disenchant and to upgrade it are at the 975 tier not the 1800 tier for a legendary skin

It's a legendary skin, however, it is a permanently discounted legendary skin. It is priced at 975 RP in the store, so that's likely why it's like this for hextech crafting.
