Ult not procing

So i was watching my buddy play as and her ult activated, but the weak spots wouldn't proc. Soon after his commands stopped working, as in his q became pings as did his other spells. I've had my spells become pings before myself, it kills you most of the time but you can fix in game-switch between the 2 cast forms if you didn't know.
