Game doesn't let me load in, but I still get punished for leaving?

Was just in a game, my game took a while to start up, and I try to get back in it, and it said "Active game not found", so I go to check my match history and it says I got punished for leaving and the game got remade. How is this fair to me? Isn't the game not supposed to start until everyone has loaded in?

The game will start after a while if not everyone has loaded, leaving you afk in fountain.
It's only one punishment, and won't affect anything if it doesn't happen again multiple times.
You can try patching the client.
Make sure your internet connection was ok ;)
