IP Purchase (Champion)

I've been trying to buy champions with my IP points for about 3 weeks. Every time I try it says unable at this time.. I'm pretty sure its not unable. I have friends that have bought champions within 3 hours of this topic. Roit fix your crap store please..... Makes me not want to ever buy RP if this is going to continue to happen..
