in this link it should say that azir should not be able to generate a sheild.

http://na.leagueoflegends.com/en/news/game-updates/patch/patch-514-notes recently i jsut played a game against azir, and he got a sheild while using E on me. this should not b accepted.

i think the server move is causing this. maybe its backlashing the recent patches. OR MAYBE.... riot should stop doing things like nerfing players secretly, or "updating the tool-tip because it actually does this much damage" same way how alarcity enchantment on boots dont actually give 20 move speed on some champions. thats wrong.

Uhh, no where does it say that Azir's E no longer grants a shield. That part was never removed. What was removed was the ability to knock up champions with his E. So Azir getting a shield on his E is definitely intentional.

Also, for the Alacrity not actually giving 20 movespeed, movespeed has a few soft caps. When you reach these soft caps for MS, every additional point of MS has reduced effectiveness. So if you're not getting the full 20 MS from Alacrity, then it's very likely because you've reached one of the soft caps.

alacrity doesn't give the full 20 sometimes bc there is a cap on movespeed and anything that exceeds it is reduced by a percentage thus not giving the full movement speed.
