Tahm Kench Devour and Garen E & Devourer Jungle Item

Just had a game playing Tahm Kench top lane vs Garen and repeatedly he was able to use E-Judgment while devoured inside me. As far as I know when an Enemy Champion is swallowed he is rendeerd helpless and unable to see around him. Unfortunately He was able to use E-Judgement while inside me.

Also the jungler item Devourer is absurdly OP. Especially with Master Yi, the burst damage is way out of control. This item did not need to be changed.

Im not sure if abilities can be cast inside of tahm, but I do know abilities that do continuous damage persist.

FOr example if you eat a wukong who's ulting, youll still take damage, if mordekaiser puts his W on him and you eat him, you'll still take damage etc etc
