-Playing as Quinn -You command Quinn to auto-attack a minion or champion -Quinn begins auto-atk animation, or the projectile is in mid-air (the bolt not even being close to the target yet) -The targeted minion or champion becomes marked by Harrier (Wow how lucky!) -The Harrier does not proc when the auto-attack reaches the target

Frequency ... 100% of the time.

This is not a bug. It is intended that you can only proc Harrier by attacking after the target has been marked.
