[Gameplay] All my hotkeys forget they exist and I have to play a full game with my mouse.

Relatively often (I'd say roughly once ever ten or so games) I'll land in-game and notice that pressing any ability hotkeys (QWER, summoner spells, attack-move, all of it) does nothing. It is as though my keyboard does not exist.

Interestingly enough, I CAN still hit the enter key to chat with my team; when I'm in the chatbar I can type as usual and tell my team "hotkeys not working, this is bad, halp" (So I'm fairly certain it's not my keyboard). Also, if I mash all my hotkeys as fast as I can, occasionally I can indeed get one of them to trigger, leading me to believe that the game is receiving inputs, but isn't acknowledging them for whatever reason.

Most of the time simply quitting the client after that game and re-entering will solve my problem, but there was a time where it didn't and I had to delete my hotkey config file and then have the client run a full maintenance check to replace it. This did resolve the problem for about ten games, until just now it happened again. As such, it likely isn't config file corruption either (or if it is, those config files are way too fragile).

Luckily I'm still a noob, haven't played any ranked matches, and spend almost all my time in ARAM on simple champs, so not a ton has been lost specifically due to this bug (IE, it's still possible to put up a respectable fight as Yi or Sona in ARAM even if you've got to click the spell icons to use them), but obviously I want to know what's going on and how to put a permanent end to it so I don't encounter it once I get to important matches.
