Had 16 RP. Purchased 2800. Have 2816. Bought Sion skin. Still have 2816. Think there may be a bug or two there.
Confirmed email that states I purchased 2800 RP.
Relogged and I still have the RP. It shows that I own the skin as well.

Have you relogged your client or tried to purchase something else with RP? Sometimes the client has a visual bug. I've had it happen with IP several times.
Log out and back in. If you still have 2816 then you probably weren't charged for it, otherwise it is probably just a visual glitch.
I had that happen for a little while too, but it has since updated with the correct deduction of 1820 RP. There's something slowing down the system, but the transactions are not being dropped entirely. I believe mine took roughly an hour to update. During that time I was able to use the skin no problem.
