loading screen issues

so i started a team builder game and once everyone ready up, the game went to the loading screen as usual. but once it loaded a little, it only showed my summoner info (champ, icon, ping etc.) and froze entirely with the windows 8 circle loading cursor thing. i couldn't alt tab, alt f4, nothing. I found 1 way to fix it and that was to restart the computer entirely. once i get in the game its 13 minutes in and im reported by everyone there. Is there any known solutions for this problem because this has happened three times now.
