Automatic YES vote for surrender when it pops up while in shop

Many times I have been in the shop when a surrender vote comes up... and voted YES before realizing there is a vote. You are going about clicking on items and it seems no matter what you have clicked on you vote YES if the shop window is up. It has never created a NO vote, always yes and I'm positive my cursor is on the shop items and not near the surrender box.
