Annie R interaction with presence of mind

Okay So I noticed that Annie's R doesnt get the cooldown refund while Tibbers is out. I dont think this is intentional just an over sight, I think this because her ult cooldown ticks down even while tibbers is in play. I think that since her ult ticks down while active in the background she should get the CDR refund from POM not just the mana restore. She should have unlimited bears if she plays well and gets takedowns. I think this should be addressed to make it fair to her for playing well. Getting this fixed would allow Annie to stay out longer and be much more of a threat while I dont think making her op since she has quite a few other faults but would allow her to win lane better. Picture included to prove point, in game POM said it refunded 1 second but after match says 0 seconds refunded.
