Annie missing out on stuns

If Annie has a readied stun, and then fires her Q and W in quick succession, neither will stun. This issue has been recurring for YEARS and I've mentioned it here several times. Frankly, it happens so often that I'm surprised no one else mentions it, and that it hasn't been fixed yet. I could understand if perhaps the intention is for the next spell "hit" to have the stun, rather than the next spell "cast". By that logic, the instantaeous W should stun even if it's cast after a Q, since the Q is so slow-moving. But the problem is that NEITHER will stun. I see this happen at least once every time I play Annie, and it's easy enough to recreate. Get full stacks on her passive. Wait in a bush for an opponent to almost enter range of your W's cone. Cast Q on them and then immediately follow up with the cone, and watch as they take damage from both without suffering any CC. Suggestions? Make Q faster or W slower, or make it so that the next spell cast after getting full passive stacks actually gets the stun, regardless of the order the spells' damage plays out in. At least clear up the tooltip, if it's somehow working as intended.
