Severe performance drops from 4.20

I used to be able to smoke the game on highest possible settings locked at 60FPS (Vsync) before patch 4.20

Now, I get around 18-22 FPS in weeds and 20-25 FPS out of them, at base fountain with no actions happening, everyday.

Funny thing is I can go on PBE and play the same SR and ARAM at 60 FPS smoothly.

What's up with Live? Is this a server thing or is my computer just screwed up?

I've also had a really bad performance drop since the new patch. Basically the game freezes momentarily every 4-5 seconds.

I'm certain it's on Riot's end since every other game I play runs exactly as it always has and it didn't start happening until the most recent patch, even when I played on the new SR.
